For China's compact excavators (especially electric models), compliance certification is a prerequisite for market access. Aligned with the latest EU regulations (including the transition provisions for the 2027 new rules), this guide provides a precise breakdown of the core mandatory certification framework for compact excavators entering the European market.

Part 1 Core Compliance Certification System for the European Market (2026–2027 Implementation Standards)

The CE marking serves as the core market access threshold in Europe,with differentiated certification requirements based on machine types (fuel-powered/electric). On January 13, 2027, the new EU Machinery Regulation (Regulation (EU) 2023/1230) will fully replace the current Machinery Directive, making it imperative to complete technical adaptation in advance.

I. Universal Mandatory Certifications to All Models (Fundamental for Market Access, Indispensable)

Such certifications apply to all fuel-powered and electric compact excavators, serving as the "hard threshold" for entering the European market.

Noise Compliance Certification

2000/14/EC

Core Standard: EN ISO 6396

The overall noise of the machine shall not exceed 75 decibels (for outdoor operations); Noise values must be clearly marked, and a valid test report must be provided.

The idle noise of Yuchai's electric compact excavators is lower than 75 decibels,which naturally meets the standard and can be used as a core marketing selling point.

II. Model-Specific Certifications (Fuel-Powered vs. Electric; Yuchai Prioritizes Electric)

(I) Fuel-Powered Compact Excavators: Stage V Emission Certification

Regulatory basis: Regulation (EU) 2016/1628

Core requirements: Engines with a power of ≥19kW must be equipped with a DPF (Diesel Particulate Filter) to strictly limit emissions such as NOx and PM; models with a power of <19kW must comply with the Stage IV standard.

Adaptation Notes: The official emission certificate issued by the engine supplier (e.g, Yanmar, Kubota) is required for associated filing with the whole-machine CE certification.

(II) Electric Compact Excavators (Yuchai’s Core Product Line): Dual-Core Specific Certifications

Electric models are exempt from emission certification but must pass the dual certifications of battery safety and low-voltage electrical safety, which are the core concerns of European customers.

1.Mandatory Battery Safety Certification: UN ECE R100 Rev.3

Recognized by the EU as the world’s highest safety standard for traction batteries;market access to Europe is not permitted without this certification.

Key Requirements: Pass 12 abuse tests, including overcharging, short circuit, fire, vibration and thermal shock. The resistance between accessible metal components must be ≤0.1Ω (potential equalization).

The CATL-matched lithium iron phosphate(LiFePO4) battery pack has passed this certification, and the electrical connection design of the wheel-side electric drive system fully complies with potential equalization requirements.

2.Low-Voltage Electrical Safety Certification (CE-LVD)

Regulatory basis: 2014/35/EU

Core standard: EN 60204-1

Key requirements: Electrical systems with a voltage of ≤1000V AC/1500V DC must meet the requirements for insulation, grounding and short-circuit protection.

The electrical system of Yuchai's electric models adopts a double insulation design, with the grounding protection module integrated into the main control unit (MCU). All requirements have been verified through third-party testing.

III. Value-Added Certifications (Recommended to Enhance Market Competitiveness)

1.E-Mark Certification: Applicable to compact excavators with road driving functions.This certification enhances compliance with European road traffic regulations and improves product versatility.

2.Third-Party Authoritative Certification:Test reports issued by renowned European institutions such as TÜV, SGS and BV are more easily recognized by European distributors and customers than those from domestic institutions.

3.Environmental Certification: The EU Ecolabel highlights the zero-emission advantage of electric models, aligning with procurement requirements for environmentally sensitive scenarios such as European municipal engineering and landscaping projects.

IV. Core Guidance for the 2027 New Regulation Transition (Key Action Items)

1.Timeline: Certifications can be applied for in accordance with either the old directive or the new regulation before 13 January 2027.After this date, only certifications issued under the new regulation will be accepted.

2.New Requirements:A formal software update management plan and a cybersecurity risk assessment report must be submitted to ensure that equipment software can be upgraded  in compliance with regulations and free from cybersecurity vulnerabilities.

3.Yuchai Recommendations:Incorporate the software update module into product design in advance.Entrust a European Notified Body (NB) to complete pre-certification under the new regulation in advance to avoid potential delays in market access.
